Problem Statement

Public agencies and state and local governments often impose various regulations on shared mobility services. These regulations vary widely by place and mode, and the costs and benefits of these regulations are poorly understood. This project aims to categorize shared mobility regulations, identify their intents and impacts, and to identify the appropriate balance of regulations.

Outcomes & Deliverables

– Report on Shared Mobility Regulations, which includes 3 (or 4, depending) studies/phases: 
– Overview of Shared Mobility Regulations: typography of shared mobility regulations, and literature review of existing studies on shared mobility regulations 
– How Shared Mobility Regulations Evolve: qualitative analysis of the intent behind – and costs to – shared mobility regulations
– Equity Zone Analysis: Case study analysis of costs and benefits of shared mobility equity zones. 
– Regulatory Burden Index: List of specific regulations for various jurisdictions; development of index of shared mobility regulatory burden; regression analysis of regulatory burden index to identify what predicts more or less shared mobility 
– Academic articles for each report section 
– Methodology document for shared mobility regulatory index 
– Toolkit for communities interested in adopting shared mobility to identify an appropriate regulatory mix.
